Can I really own property in Belize with the same rights as a citizen?

Where do expats buy property in Belize?
Ambergris Caye around San Pedro is the most established market, followed by Placencia, Hopkins, Caye Caulker, Corozal and the San Ignacio area in Cayo. Our expat communities guide compares them.
What are closing costs when buying property in Belize?
Foreign buyers commonly budget 10–13% of the price. Most of that is stamp duty — 8% for a foreign buyer purchasing personally (7% through an International Business Company) on value above the first US$10,000 — plus attorney and registration fees. Belize has no capital gains tax.
Can I retire in Belize?
Yes. The Qualified Retirement Program offers residency to people aged 40 or older with at least US$2,000 a month in retirement income from outside Belize, along with duty and tax incentives. Permanent residence is also available after a year of living in the country.
